According to the decision of the Federal Supreme Court, the decisions of the Iraqi Council of Ministers were contrary to the 2021 budget law and the 2019 Financial Management Law that Sending money to the Kurdistan Region requires financial cleansing of the Kurdistan Region's oil and non-oil revenues and the Council of Ministers shall not pass a decision that imposes an economic burden on the State Treasury in contravention of the Budget Act and the Financial Management Act.
The court declared the six decisions of the Council of Ministers "unconstitutional", five of which were to send 200 billion dinars to the Kurdistan Region, or one trillion dinars, and one was to send three billion dinars to compensate citizens affected by floods.
