Prime Minister: We are working to further develop the industrial sector
On Wednesday, November 26, 2025, Masrour Barzani, Prime Minister of the Kurdistan Regional Government, laid the cornerstone for the (Golden Technology 2) factory.
Initially, the Prime Minister inspected the factory's sections and closely followed up on the production process.
Later, in a special ceremony, the Prime Minister stated in a speech that this factory and similar projects are part of the Kurdistan Regional Government's efforts to diversify the economy of the Kurdistan Region.He expressed his pleasure that the factory has created job opportunities for more than 100 people, and after its expansion, it will create job opportunities for 400 people.
Then, the Prime Minister stated to the media: "I was delighted to see that the level of the industrial sector in the Kurdistan Region has reached a point where we can manufacture smartphones and smart tablets here. This is the first step, and I hope that subsequent steps will lead to the complete manufacturing of these types of devices from start to finish in the Kurdistan Region. This, with the help and support of foreign companies, will undoubtedly bring more knowledge here. But what made me even happier is the capability of our young people, as most of those working in this factory are young people from within the Kurdistan Region. This gives great hope that the future of Kurdistan is brighter and more prosperous, and on the other hand, it relieves a heavy burden on the regional government so that people do not solely rely on the public sector for employment.
Therefore, the private sector is starting to establish itself and become a place of hope for young people to seek employment."
Regarding the opening of the American Consulate in Erbil, the Prime Minister stated that this is a clear indication of the strength and good relationship between the Kurdistan Region and the United States of America. He added that there is a very good relationship between them, and the establishment of the consulate is a clear indication of their intention and hope that they will continue to help each other achieve their common goals.
Regarding the issue of salary delays, Masrour Barzani said: "There is no justification for delaying salaries, and it should not have been delayed so much. It is regrettable that we are still waiting for September salaries while the federal government has started or is about to start distributing November salaries. We have always discussed this and demanded that the financial entitlements of the Kurdistan Region be sent as they are and on time. We are still waiting. What we have heard is that they have promised to send these salaries as soon as possible. However, this is not just about September salaries; we are approaching the end of the year, and all our efforts are to ensure that no salaries are lost this year, and we will put full pressure on the federal government to send all salaries. If this is not done, then the blame must be directed at the federal government, because the regional government has fulfilled all its obligations in providing non-oil revenues from oil sales from the Kurdistan Region abroad. All the duties of the Kurdistan Region have been fulfilled. Now it is the turn of the federal government to fulfill its duties and responsibilities."
In another part of his speech, the Prime Minister discussed the formation of the tenth cabinet of the government and said: "A new situation has arisen. We tried very hard to form the Kurdistan Regional Government before the Iraqi elections, and at that time there was certainly more flexibility and more opportunities, but other parties preferred to postpone the matter until the Iraqi elections. Now, as they wished, a new situation has arisen, and we will act according to these circumstances."

Good day.
I am pleased to be with you for the laying of the cornerstone of the second part of this company owned by (ZMC GROUP), and I thank Mr. Amer for manufacturing these technological devices that produce (INFINIX) phones and tablets here in this company in cooperation with (Transsion China) company.
Indeed, these types of industrial projects that have started in the Kurdistan Region are part of the efforts of the regional government to diversify the economy of the Kurdistan Region. We have tried in all aspects to diversify our economy and pay attention to all sectors. Of course, the industrial sector is one of the sectors that can generate the most job opportunities for the people of Kurdistan.
I commend Mr. Amer and all other investors working in Kurdistan, investing, both for advancing the economy of Kurdistan and for creating more job opportunities for our youth, and they themselves will undoubtedly benefit from expanding their business.
What I saw today was pleasing, because most of the workforce doing the jobs, those gentlemen working on these machines, were all local forces, all capable young people from within the Kurdistan Region.
They may have some foreign specialists with them, but we always need the expertise and knowledge of our friends from abroad to help us and introduce new knowledge to the Kurdistan Region so that we can benefit more from their experience. But the creation of all these job opportunities also undoubtedly relieves a heavy burden on the shoulders of the Kurdistan Regional Government. What I heard is that so far more than 100 job opportunities have been created for the young people working here, but with the expansion of their work, their production will increase from 45,000 devices per month to more than 100,000, and job opportunities will increase from 100 people to more than 400 people.
I hope that all other investors will look at these kinds of works, create more investments in Kurdistan, so that together we can build a more pleasant and prosperous country for all of us.
It is appropriate for me to thank the esteemed Consul General of China for their continuous support and assistance to the Chinese companies working in the Kurdistan Region.
I thank the Investment Board for being helpful and supportive of these kinds of works. I also commend the Ministry of Industry for the facilities they provide, so that we can take the industrial sector in the Kurdistan Region to another level. In all our discussions with our friends, with consulates, with ambassadors, with foreign companies, we have always tried and asked them to consider bringing part of their work, in manufacturing their devices, to the Kurdistan Region. By doing so, they will both benefit from the fact that we have an effective workforce and capable youth that they can employ, and they can also benefit economically, because I believe that production in the Kurdistan Region may be much cheaper.
The type of product we saw today will undoubtedly be available to citizens at a reasonable price, not only in the Kurdistan Region, but what I heard is that they are also exported to other places. I hope they continue to progress and succeed. We want to develop the industrial sector more, like all other sectors. For this, we need foreign experience, we need them to bring more technology, advanced technology from their countries to the Kurdistan Region.
On the one hand, they can help us assemble and connect the devices at the beginning and transfer some of their work to the Kurdistan Region, but in the future, we hope that we can produce many of the necessary technological devices from the natural raw materials available in the Kurdistan Region, and the factory will be entirely a product of the Kurdistan Region from start to finish.
